Tornado-ravaged Texas town to start recovery

GRANBURY, Texas (AP) ? Residents whose homes were torn apart or blown away by a North Texas deadly tornado can soon return to retrieve what belongings may be left and start cleaning up, authorities said Friday.

In Granbury, the area hardest hit by Wednesday night's exceptionally strong tornado, workers are trying to restore water service, raise electrical lines and clear debris piles filled with insulation, roof tiles, pieces of carpet, a shoe, a teddy bear, a woman's purse.

Hood County Sheriff Roger Deeds said authorities will only allow residents of the Rancho Brazos Estates neighborhood back in to survey things starting Saturday morning.

But Jerry Shuttlesworth won't be one of them. He doesn't know where his mobile home ended up, but he finally has his only treasured possession: his bull-terrier mix, Junior, who had been missing since the tornado that left six people dead swept through the city 40 miles southwest of Fort Worth.

Shuttlesworth, 53, broke three bones in one of his feet and suffered a 2-inch gash in his forehead.

Friends helped spread the word about his dog through social media. On Friday, someone found Junior and took him to a shelter, where a worker called Shuttlesworth.

"You could call it a miracle," he said. "He's scratched up and a little traumatized, but he's eating. He's my baby. I don't care about anything else."

Gov. Rick Perry and Texas Attorney General Greg Abbott on Friday toured Granbury, which bore the brunt of the damage during Wednesday's outbreak of 16 tornadoes in North Texas.

Perry said the devastation is almost incomprehensible. Abbott urged residents to be cautious of those who might try to scam them as they rebuild.

The National Weather Service said Friday that the Granbury tornado was an EF-4, based on the Fujita tornado damage scale. Winds in an EF-4 tornado are between 166 and 200 mph. An EF-5 is the most severe.

Earlier Friday, the Hood County Sheriff's Office said the death toll is unlikely to change, as those who were reported missing were with relatives or friends and are safe.

Workers on Friday cleared debris in nearby Cleburne, where a tornado cut a mile-wide path through part of the city Wednesday and damaged about 600 homes. The weather service said it was an EF-3, which has winds between 136 and 165 mph. No deaths or severe injuries were reported.

With Hezbollah's help, Syrian troops push to regain Lebanese border areas

The Syrian Observatory for Human Rights said 30 people, including 16 rebel fighters and one woman, were killed in Qusair in morning fighting, but that the death toll was expected to rise.

Syrian troops backed by tanks and warplanes launched an assault Sunday on a strategic rebel-held town near the Lebanese border, pounding the area with airstrikes and artillery salvos that killed at least 30 people and forced residents to scramble for cover in basements and makeshift bunkers, activists said.

The town of Qusair has been besieged for weeks by regime troops and pro-government gunmen backed by the Lebanese militant Hezbollah group. The siege is part of withering offensives forces loyal to Syrian President Bashar Assad have been pushing in recent weeks to regain control of the towns and villages along the Lebanese frontier.

The region's strategic value is twofold: It links Damascus with the Mediterranean coastal enclave that is the heartland of President Bashar Assad's Alawite sect, an offshoot of Shiite Islam; and rebels smuggle weapons and supplies from Lebanon across the porous frontier to opposition fighters in?Syria.

The Britain-based Syrian Observatory for Human Rights said 30 people, including 16 rebel fighters and one woman, were killed in Qusair in morning fighting, but that the death toll was expected to rise as government troops continue to try to push into the town.

'Safe passage' offered

A government official in the nearby provincial capital of Homs said that regime troops have encircled the town and that "the offensive to liberate Qusair has begun."

The official, who spoke on condition of anonymity because he was not authorized to brief the media, said the army has built up its forces on three fronts around Qusair while leaving one clear for "safe passage for fleeing civilians and the armed terrorists who want to surrender."

The official said government forces have advanced into the town, taking over the municipality building and other vital government institutions.

But Hadi Abdullah, an activist in Qusair reached on Skype, denied the regime made any advances on the ground. He said the municipality was destroyed in fighting six months ago, and that there's no government building left to take over.

He said heavy shelling began late Saturday and continued through Sunday, and that civilians have sought shelter in basements

"It's the heaviest since the beginning of the revolution," he said, adding that at least 17 houses have been destroyed.

The discrepancy in the accounts could not be immediately verified.

Separately, an official at the Homs governor's office said two suicide bombings in the town of Deir Balbaa just outside of Homs killed at least three people and wounded 15 others. The official declined to be identified because he is not allowed to make public comments.

Another pair of bombings struck near a factory on a different Homs highway, killing four people and wounding 13, the state news agency reported.

US-Russia peace effort

The regime' offensive on Qusair comes as the United States and Russia push a joint effort to get Assad and his opponents to negotiate an end to the country's civil war. Previous attempts to solve the conflict peacefully have failed.

The US-Russian plan, similar to one set out last year in Geneva, calls for talks on a transition government and an open-ended cease-fire.

More than 70,000 people have been killed and several million displaced since the uprising against Assad erupted in March 2011 and escalated into a civil war. The fighting has also spilled over into neighboring states, including Turkey, Iraq, Lebanon, and Israel, all of which are anxious about the ripple effect of?Syria's?conflict on their own nations.

On Sunday, Israeli Prime Minister Benjamin Netanyahu warned at a weekly Cabinet meeting Sunday that the Jewish state was prepared to act if there were more shipments to Hezbollah from?Syria.

"We are following the developments and changes there closely and we are prepared for every scenario," he said.

Israeli warplanes carried out two rounds of airstrikes on Damascus early this month on what officials have said were sophisticated missiles bound for Hezbollah.

Assad interviewed

On Saturday, Assad said in a newspaper interview that he won't step down before elections and that the United States has no right to interfere in his country's politics.

Assad's comments to the Argentine newspaper Clarin were the first about his political future since Washington and Moscow agreed earlier this month to try to bring the regime and the opposition to an international conference for talks about a peaceful resolution to the conflict. The US and Russia have backed opposite sides in the conflict, but appear to have found common ground in the diplomatic push.

The White House and the Kremlin envision holding the meeting next month, but no date has been set. Neither Assad nor the Syrian National Coalition, the main Western-backed opposition coalition group, has made a firm commitment to attend.

In the interview, Assad seemed to play down the importance of such a conference, saying a decision on Syria's?future is up to the Syrian people, not the US He also said a decision on his political future must be made in elections, and not during such a conference.

As the regime and opposition decides whether to even take part in the conference, the planning for the potential talks looked set to move forward.

Jordan is to host Western and Arab foreign ministers, including US Secretary of State John Kerry, for a meeting Wednesday that brings together the Syrian opposition's foreign supporters to plan for the peace talks.

In Egypt, the Arab League said its ministerial committee on?Syria?will meet Thursday to discuss ways to convene the international conference on?Syria. The Syrian opposition said they will meet in Turkey that same day to discuss whether to take part in an international conference on the conflict.

Did the Associated Press blow an Al Qaeda informant's cover?

Some officials say the Associated Press scoop on a thwarted terrorist plot by an Al Qaeda affiliate in Yemen harmed the effort to neutralize a master bomb-builder. Does that excuse the Obama administration's aggressive crackdown on national security leaks?

Very bad, according to most journalism professionals worried about sources ? especially whistleblowers ? refusing to talk for fear of Big Government retribution.

?First Amendment radicals ? I count myself among them ? resist any and all such intrusions,? writes Reuters columnist Jack Shafer. ?You can?t very well have a free press if every unpublished act of journalism can be co-opted by cops, prosecutors and defense attorneys.?

But it?s still unclear how serious the leak was that led to the AP?s scoop about a foiled terrorist plot in Yemen and then to the sweeping search for the leaker. Did it in fact ?put people at risk,? as President Obama suggested this week?

Duke University Law School professor Christopher H. Schroeder, who was Assistant Attorney General for the Office of Legal Policy in the Obama administration from 2010 to 2012, obviously is not a disinterested source.

But he makes a good point about why the Justice Department went to such lengths to find the source of the leak regarding a story involving what could have been a successful underwear bomber tied to Al-Qaeda in the Arabian Peninsula targeting a US airliner.

?What went completely without mention in the initial coverage was the fact that thwarting this plot was not the objective of the ongoing undercover operation,? Mr. Schroeder wrote on Huffington Post this week. ?Its true objective was to gain enough intelligence to locate and neutralize the master bomb builder, Ibrahim Hassan al-Ashiri, who works with an Al-Qaeda affiliate, Al-Qaeda in the Arabian Peninsula (AQAP).?

?Penetrating AQAP is incredibly difficult,? Schroeder continued. ?This double agent provided a rare opportunity to gain critical, life-saving information. Whoever disclosed the information obtained by the AP had not only put the agent's life and his family's life in danger. He also killed a golden opportunity to save untold more lives that now remain at risk due to al-Ashiri remaining at large.?

The Bankruptcy Tips You Need To Know Right Now

While filing for bankruptcy may be a hard decision to make, for some it is a necessity. If you are thinking about filing for bankruptcy, it?s best to be armed with as much information as possible. Continue to read this article to learn what has helped others who have filed for bankruptcy.

If you know people who have filed for bankruptcy, ask them who they would recommend rather than relying on Internet reviews or worse, just randomly picking someone out of the phone book. Bankruptcy attracts a lot of fly-by-night firms that take advantage of desperate people, and a word-of-mouth recommendation makes it more likely that your bankruptcy will go smoothly.

Before filing for personal bankruptcy, make sure you are doing the right thing. Look into other options, such as consumer credit counseling. Bankruptcy is a permanent part of your credit, so before you make such a big decision, you might want to explore all other choices so that your credit history is affected as minimally as possible.

TIP! Be sure to bring anything up repeatedly if you are unsure if your lawyer is focusing on it. Don?t assume that he?ll remember something from a month ago; tell him again.

Investigate any new laws before deciding to file a bankruptcy. The laws change a lot, so you need to look them up and have a better idea of how to properly approach the bankruptcy process. Your state?s legislative offices or website will have up-to-date information about these changes.

Many bankruptcy lawyers offer free consultations, so go to several before choosing one. It is important to meet with the actual lawyer, because paralegals or assistants cannot give you legal advice. Look for a lawyer who you can relate to.

Become knowledgeable in regards to details about chapter seven bankruptcy vs. chapter 13 bankruptcy. Take the time to learn about them extensively, and then figure out which one will be best for your particular situation. Learning about bankruptcy is not simple, so call a bankruptcy attorney to make an appointment to ask questions.

After filing for bankruptcy, you may have difficulty getting approved for unsecured credit. If this happens to you, think about applying for a couple of secured credit cards. By doing this, you will be letting people know that you want to fix your credit score. Once creditors see that you are making an effort to restore your credit, they may allow you to get an unsecured card in the future.

TIP! You are going to get found out and get in trouble if you don?t disclose all your assets, so be totally honest from the beginning. It is important that you are completely transparent, showing everything financial that needs to be known.

Don?t forget to enjoy yourself during your bankruptcy. Filing is the most intensive step in the process, so afterwards it?s important to let go of some of your stress. That stress can cause depression, if you don?t take care to avoid it. Bankruptcy is hard to go through, but you must remember that a less stressful, more enjoyable life is waiting on the other side of it.

Even if you are involved with Chapter 13 bankruptcy, it is still possible to get a mortgage or an automobile loan. However, it won?t be as easy as it may have been to get one prior to the bankruptcy. Before you can take out a new loan, you will have to clear it with your trustee. When you meet with your trustee or financial adviser, make sure that you come up with a sound budget proposal. The odds are also good that you will be asked exactly why you?re purchasing a new item. Make sure you have a good reason.

Filing for bankruptcy can cause stress. To have a reliable and trustworthy guide through the process, find a highly qualified attorney. Do not let price be the only factor. Hire the best attorney you can afford, not the one who charges the most. Speak with trusted people, check the BBB and take advantage of the free bankruptcy attorney consultations. You might be able to view a court hearing. You might be able to watch how your prospective attorney handles the case.

Don?t pay for an attorney consultation and ask him or her anything you want to know. Free consultations are standard practice among bankruptcy lawyers, so interview multiple candidates before making a final decision. Choose an attorney who is experienced, educated and well-versed in bankruptcy laws. You can think about your decision before making a commitment. Consulting with several attorneys will also help you find someone you trust.

TIP! Before you file for personal bankruptcy, weigh all of your options. Talk with a bankruptcy lawyer and ask about alternatives, such as debt consolidation or negotiating with creditors.

Do your homework so you thoroughly understand the laws pertaining to bankruptcy before you file. For instance, you are not allowed to move assets from your name to someone else?s for a year before you file. Also, it is illegal to load up your credit cards with debt right before filing occurs.

Include your entire financial information when you file for bankruptcy. If you do not do so accurately, your petition could be dismissed, or at the very least delayed. Even small amounts of money contribute to your overall financial picture, so do not exclude them. Include any income from jobs that you do on the side or assets, such as property and vehicles.

Do not take too long deciding that it is time to declare bankruptcy. Your debt will only continue to mount as you waiver on the decision, difficult as it might be. Talk to a lawyer as soon as you can to get the advice that you need.

Remember that your Chapter 7 filing may affect other people in your life as well. Once you complete a Chapter 7 bankruptcy, you will be free of any responsibility of debt, which could put all responsibility on someone close to you. However, creditors can demand co-debtors pay the amount in full.

TIP! File at exactly the right time to maximize the effect of your bankruptcy. Timing is important, and that is especially true when filing for bankruptcy.

Try to get a referral from a trusted source before choosing an attorney to handle your bankruptcy and make sure they have no issues with the state bar or the better business bureau. Because of the increase in bankruptcy filings, this field attracts a lot of newer, inexperienced attorneys. It is crucial that your lawyer has the proper licensing and has plenty of experience. Information on lawyers and their ratings by clients can be found on the Internet.

There are lawyers who maintain a telephone service meant to field calls from creditors attempting to contact debtors who have filed for bankruptcy. By contacting the phone number that you supply, your creditors can get confirmation that a bankruptcy filing incorporating their debt is underway. This will prevent them from calling you in the future.

There are some debts that a bankruptcy will not eliminate. Debts like student loans always remain on your report even if you file. If you have these types of debts, use a loan consolidation service or credit repair agency to help.

Do not take a large cash advance from credit cards prior to filing, knowing that bankruptcy erases all debts. If you were to do this you could be charged criminally with fraud, because the act is intended to rip off the company.

TIP! If you intend to file bankruptcy soon, you may want to discontinue paying all debts. You may find that bankruptcy law prohibits you from paying back some types of creditors for 90 days before you file, and a year for family members.

Speaking with others who have gone through bankruptcy can help you feel better about the process. Filing for bankruptcy can make you feel extremely alienated, even from your close friends. On the Internet, however, you can share your struggles and ask for advice from people who have already been through bankruptcy.

Make sure the paperwork you file is accurate. Even when your attorney fills out the paperwork, you are responsible for ensuring all your information is accurate. Although bankruptcy attorneys have legal expertise, they also have plenty of cases to deal with. It is definitely not impossible for them to make mistakes. Because of this, you should verify that all information is accurate on every piece of paperwork filed on your behalf.

Sometimes declaring personal bankruptcy is simply unavoidable. Now, equipped with the information from this article, you can handle the process much more completely. Gleaning insight from others who already walked the same path can minimize complications and help to reduce your own stress at a difficult time.

Write down every one of your debts. You?ll need to know all your debts to file for bankruptcy. Be 100% certain that the amounts you are claiming as being owed are true and correct. It is important that you take your time here; you need to ensure your figures are correct if you want to get these amounts discharged.

Some lost everything to North Texas tornado

GRANBURY, Texas (AP) ? Raul Rodriguez counts himself a lucky man.

For two years, the 42-year-old auto mechanic and his family have enjoyed life in his house in the Rancho Brazos Estates subdivision of Granbury, a North Texas town 40 miles southwest of Fort Worth. Built by volunteers for Habitat for Humanity, it was the first home Rodriguez has ever owned.

On Wednesday evening, he was home with his wife and three children when a storm began to rage.

"I looked out the window and thought, 'It doesn't look good,'" he said.

He gathered his family into a hall closet as a savage tornado roared over his neighborhood. All he could hear above the storm's din was the sound of every window in his home shattering.

After the storm passed, he and his family emerged to find his home damaged but still standing.

"I'm surprised. I can't believe it. My wife was the first person out, and injured people, bloody people, started coming to our house, asking us to call 911," he said.

Habitat for Humanity spent years in Granbury's Rancho Brazos Estates subdivision, helping to build many of the 110 homes in the low-income area. But its work was largely undone during an outbreak of 16 tornadoes Wednesday night that killed six people and injured dozens.

Hood County Sheriff Roger Deeds said Thursday afternoon that two of the dead were women and four of them men; one man and one woman were in their 80s. Six or seven people have not been accounted for, he said at a news conference.

"I'm very confident we'll find those people alive and well," Deeds said, adding that 37 injured people were treated at hospitals. "We're going to keep looking. We're not going to give up until every piece of debris is turned over."

Granbury bore the brunt of the damage. The weather service said the preliminary storm estimate for the Granbury tornado was an EF-4, based on the Fujita tornado damage scale. An EF-5 is the most severe, but an EF-4 tornado has wind speeds of 166 to 200 mph.

Gov. Rick Perry plans to visit the city Friday afternoon to survey the damage.

Another tornado in nearby Cleburne cut a mile-wide path through part of the city Wednesday. The weather service said it was estimated as an EF-3, which has winds between 136 and 165 mph. No deaths or severe injuries were reported from that tornado.

Harold Brooks, a meteorologist at the weather service's severe storm lab in Norman, Okla., said May 15 is the latest into the month that the U.S. has had to wait for its first significant tornadoes of the year. Brooks said he would expect 2013 to be one of the least lethal tornado years since the agency started keeping records in 1954.

Habitat for Humanity's website describes the international organization as a nonprofit, ecumenical Christian ministry that has helped build or repair more than 600,000 houses for more than 3 million people who otherwise could not afford home ownership. The ministry was brought to prominence by the participation of former President Jimmy Carter and former first lady Rosalynn Carter.

Habitat for Humanity homes, built for low-income buyers using volunteer labor and donations, are financed with affordable loans. The nonprofit selects homeowners based on their level of need, willingness to become partners in the program and ability to repay their loan. Homeowners invest their own time into building the homes as well.

Of the homes in the Rancho Brazos Estates, 61 of them were built by Habitat for Humanity, according to Gage Yager, executive director of Trinity Habitat for Humanity in Fort Worth. He said most of those homes were damaged, including at least a dozen that were destroyed.

On Thursday, authorities combed through debris in Granbury, while residents awaited the chance to see what was left of their homes. Witnesses described the two badly hit neighborhoods as unrecognizable, with homes ripped from foundations and others merely rubble.

"I tell you, it has just broken my heart," said Habitat for Humanity volunteer Elsie Tallant, who helped serve lunch every weekend to those building the homes in a Granbury neighborhood and those poised to become homeowners.

"We were going to dedicate a house this weekend, and her home was destroyed," she said.

The homes, built primarily for low-income people, were insured and can be rebuilt, said Habitat for Humanity volunteer Bill Jackson.

Raul Rodriguez said he will rebuild. Aside from shattered windows, lost roof shingles and a garage that caved in on his car, Rodriguez feels fortunate.

"My neighbors to the right, they lost everything," he said.
